The Highway Design Manager will be required to lead the team of highway design function in the design office and will be expected to be involved in and lead the design of all projects starting from concept development to final design and tendering. Determines methods and solutions for complex engineering problems and selects the most efficient and economical manner in meeting the objectives. Applies advanced engineering techniques and analyses within a discipline. Leads other engineers and design personnel in technical excellence and growth in the Quality Improvement Process. Provide technical guidance to Senior, Mid-level, Junior Highway Design Engineers, CAD Designers / Drafters working on a variety of transportation projects – ensure quality of deliverables, motivate the team, etc. Provide project design civil engineering services such as preparation of project study reports, project reports, geometric approval drawings, plans, specifications and estimates. Provide technical consultations for interdisciplinary analytical studies and analyses. Ensures compliance of design with all applicable codes and regulations, providing the seal and signature of the professional engineer when required by statute or contract. Prepares material/equipment specifications and purchase requisitions; reviews supplier data; witnesses shop tests, assists with assessing supplier manufacturing capabilities. Develops operation and maintenance plans; develops standard operating procedures; prepares O & M manuals and may conduct on-site training of personnel. Conducts surveys, studies, and site investigations. Performs reliability, availability, maintenance (RAM) and safety analyses. Maintains affiliation with professional societies to keep abreast of current technologies. Helps determine budget estimates and staffing requirements for the defined scope and schedule. May assist with other administrative and technical duties. Recommends and prepares technical papers. Completes a wide variety of transportation engineering assignments. Applying engineering techniques and analyzes to the preparation of conceptual, preliminary and final roadway and interchange design. Skills Degree in Civil Engineering from an accredited University plus minimum of 5 years Chartered Engineer or Professional Engineer (PE) registration or other similar professional organizations accepted by the Authority. Minimum 15 years post graduate experience should have strong technical background with adequate experience in the design of urban and rural expressways, grade-separated interchanges. Potential to perform in a lead capacity, excellent written and oral communications skills, and a familiarity of industry practices and regulations are required. Must also possess a thorough knowledge of current technology and be able to select and apply appropriate engineering software for use on project. Excellent written and verbal communication skills in English. Preferred candidate with experience in the GCC countries.
